Which Health Plan is Right for You? Compare Potential Costs Between HDHP and IYC Health Plans
Have you ever wondered if you should choose the High Deductible Health Plan for your health insurance? Are you a State of Wisconsin Employee enrolling in the State Group Health Insurance Program? If so, this is the website for you.
Our team, led by Professor Justin Sydnor of the Wisconsin School of Business, has been partnering with the Wisconsin Department of Employee Trust Funds (ETF) for a few years to study the High Deductible Health Plan (HDHP) option in the health insurance program for State of Wisconsin employees. This study uses anonymized data on health insurance claims to analyze how out-of-pocket costs and health care use differ for State of Wisconsin employees enrolled in the HDHP versus IYC Health Plan (non-HDHP) designs. As part of our project, we have created this website as a service to State of Wisconsin employees to provide research-backed information to help compare the plan-design options.

On this site we provide research-backed information for those deciding between the HDHP and the IYC Health Plan (non-HDHP) designs for the State of Wisconsin Group Health Insurance Program for employees for the 2025 plan year.
There are a number of other considerations and decisions State of Wisconsin Employees need to make for the State Group Health Insurance Program, including choosing a health plan that will affect which doctors and hospitals are in-network and deciding whether to include dental coverage.
